Shadow AI: The Invisible Risk in Every Enterprise

20% of organizations have already suffered a shadow AI breach. Here's why it's happening and what security teams can do about it.

Shadow IT was the security challenge of the 2010s. Shadow AI is the challenge of the 2020s. And it's moving faster, with higher stakes.

What is shadow AI?

Shadow AI refers to AI tools, models, and agents deployed within an organization without the knowledge or approval of IT and security teams. It includes:

  • Employees using ChatGPT, Claude, or other AI assistants with company data
  • Teams deploying AI-powered tools and integrations without security review
  • Developers building AI features using third-party APIs without governance
  • Business units purchasing AI SaaS products outside procurement processes

The scale is staggering. IBM's 2025 research found that 20% of organizations have already suffered a security breach related to shadow AI use, with these incidents costing an average of $670,000 more than traditional breaches.

Why it's different from shadow IT

Shadow IT involved employees using unauthorized cloud services, personal devices, or unapproved software. It was a data governance problem. Shadow AI is all of that, plus several new dimensions.

Data flows are bidirectional

When an employee uses an unauthorized cloud storage service, data flows out. When an employee uses an unauthorized AI tool, data flows out AND potentially into the AI provider's training pipeline. The Samsung incident, where engineers pasted proprietary chip design data into ChatGPT, demonstrated this risk vividly.

The attack surface is dynamic

Traditional shadow IT creates static risks. An unapproved app has a fixed set of capabilities. Shadow AI creates dynamic risks because AI agents adapt their behavior based on inputs. The risk profile changes with every interaction.

Decisions are being automated

Shadow IT might store data in the wrong place. Shadow AI makes decisions with that data. An unapproved AI tool that processes customer complaints is making triage decisions. One that analyzes financial data is influencing investment choices. The blast radius of a shadow AI system includes every decision it has influenced.

Where shadow AI hides

Browser extensions and desktop agents

AI-powered browser extensions and desktop agents are proliferating. Employees install them for productivity without realizing they process everything visible on screen, including sensitive data from internal applications.

Code assistants

AI coding assistants are embedded in IDEs across most development teams. They see every line of code being written, including API keys, internal architecture details, and proprietary algorithms. Many teams adopt these without a security review of the data handling practices.

Department-level tools

Marketing teams adopt AI content generators. Sales teams use AI email writers. HR departments deploy AI screening tools. Each of these operates with access to sensitive data, often with minimal security configuration.

Internal agent builders

No-code and low-code platforms now allow anyone to build AI agents. The DoD recently made such a platform available to 3 million employees. In enterprise settings, similar platforms allow business users to create agents that access internal databases, APIs, and systems without engineering or security oversight.

The compliance dimension

Shadow AI creates compliance exposure that organizations often don't discover until an audit or incident:

  • GDPR/CCPA: Personal data processed by unauthorized AI tools may violate data processing agreements, consent requirements, and data minimization principles
  • HIPAA: Healthcare employees using AI tools with patient data creates immediate compliance violations
  • PCI DSS: Financial data processed through unapproved AI channels violates data security standards
  • EU AI Act: High-risk AI systems deployed without the required risk management, documentation, and oversight controls are non-compliant by definition

What security teams can do

Establish AI acceptable use policies

Before you can enforce boundaries, you need to define them. Create clear policies that specify which AI tools are approved, what data can be processed through them, and what requires security review.

Gain visibility

You can't secure what you can't see. Implement monitoring that identifies AI tool usage across the organization. This includes network-level detection of AI API traffic, endpoint monitoring for AI applications, and procurement process controls.

Provide approved alternatives

Shadow AI thrives when employees need AI capabilities that IT doesn't provide. The most effective countermeasure is offering approved, secured alternatives. If employees have access to an AI assistant that's governed by your security policies, they're less likely to use unauthorized tools.

Implement runtime security

For AI agents that are sanctioned, ensure they operate within a security framework that classifies inputs, enforces policies, and governs actions. This prevents approved AI tools from being misused or compromised.

Monitor continuously

Shadow AI isn't a one-time problem to solve. New AI tools launch weekly. Employees discover new use cases constantly. Continuous monitoring and regular policy updates are essential.

The organizational challenge

The hardest part of addressing shadow AI isn't technical. It's cultural. Employees use unauthorized AI tools because they're productive. Blocking them without providing alternatives creates friction that damages trust and drives usage further underground.

The goal isn't to eliminate AI use. It's to bring it under governance. Security teams that approach shadow AI as a partnership with the business, providing secure ways to leverage AI rather than simply blocking it, will be far more successful than those that try to lock everything down.

Moving forward

Shadow AI will only grow as AI tools become more capable and accessible. Organizations that address it proactively, with clear policies, approved alternatives, and runtime security, will be better positioned than those that wait for the inevitable breach.

The question isn't whether your employees are using unauthorized AI tools. They are. The question is whether you know about it and have a plan.
